Marsy's Law

Proposition 9, known as the "Victims' Bill of Rights Act of 2008: Marsy's Law," was approved by voters in the November 2008 election.

Proposition 9 amended both the California Constitution and the Penal Code, bringing dramatic changes to the law and the parole process. Previously, the Board was statutorily authorized to deny parole for between one and five years. Those limits have changed, and the Board may now deny parole from between three and fifteen years. Additionally, victims' next of kin were afforded new rights.
